In a boost to “aatmanirbharta” (self-reliance) in defence, the Ministry of Defense (MoD) announced on Tuesday that it had achieved its target of indigenizing 164 items on its positive indigenization list ( PIL).

These 164 items, which the Ministry of Defense estimates have an import substitution value of Rs 814 crore, were to be indigenized by December 2022.

“(These items) met the target on schedule and were notified by the Department of Defense Production (DDP), MoD,” a statement from the Press Information Bureau (PIB) said on Tuesday.

“The indigenization of these items was carried out by the Defense Public Sector Companies (DPSU), either through industrial partners, including MSMEs (medium, small or micro-enterprises), or internally” , said GDP.

The DPSUs-wise list of these indigenized items can be found on the MoD’s Srijan portal (https://srijandefence.gov.in/NotificationDt12052023.pdf).

The DDP notified four separate PILs comprising a total of 4,666 Line Replacement Units (LRUs), subsystems, assemblies, spare parts and defense system components.

The first PIL contains 2,851 items; the second contains 107; the third PIL contains 780 and the fourth PIL, which was notified on Sunday, promulgated a list of 928 strategically important spare parts and components that would face import restrictions.

The Ministry of Defense had previously notified the successful indigenization of 2,572 defense items, with an import substitution value of Rs 1,756 crore. Now, with the notification of 164 more items on Tuesday, the total number of indigenized items up to December 2022 stands at 2,736, with an import substitution value of Rs 2,570 crore. These indigenized items will now only be purchased from Indian industry.

On Sunday, the Ministry of Defense issued a list of 928 strategically important spare parts and components that would face import restrictions. This so-called “4eThe Positive Indigenization List (PIL) “included Rs 715 crore of premium materials and spare parts which would only be allowed to be imported until a specified date. After that date, one would have to source from Indian industry.
