After passing updated map bill, Nepal to establish army barrack near Kalapani – Indian Defence Research Wing

After Nepal’s national assembly passed the controversial bill on its updated political-administrative map which includes parts of Indian territory, it has now decided to establish an army barrack near Kalapani. The move has is set to escalate the border dispute with India.

The New Map Amendment Bill (Coat of Arms) refers to an updated map which shows strategically important Indian territories of Kalapani, Lipulekh and Limpiyadhura as territories of Nepal.

Chinese Ambassador Hou Yanqi played an important role

The map was passed last Saturday in Nepal’s house of representatives after which Nepal’s upper house passed the new bill unanimously with 57 votes in support and 0 votes against or abstained. The President of Nepal has now to give her assent to the bill.

Sources in Indian intelligence agencies revealed to IANS, that Chinese Ambassador in Nepal Hou Yanqi played an important role and was an “inspiring factor” behind this move.

Sources said that Hou, who earlier did a three-year stint in Pakistan, was a frequent guest at Oli’s office and residence. Besides, a delegation of the Communist Party of Nepal, instrumental in drafting the Second Constitution Amendment Bill to change the political map, was in touch with the Chinese Ambassador, reported IANS.

Earlier, without directly referring to China, Indian Army chief General MM Naravane hinted that Beijing was behind Nepal’s strong protest against India’s road to the Lipulekh pass in Uttarakhand.

Ruling communist parties of Nepal, China hold a virtual meeting

Yesterday, Nepal and China’s ruling communist parties held a virtual meeting during which they discussed the current political situation apart from “sharing” their experience on running the party and government.

However, as per the local media reports, some Nepalese leaders questioned the timing of the meeting as it came at a time during a border stand-off between India and China in eastern Ladakh’s Galwan Valley and escalating tension between Kathmandu and New Delhi over Kalapani, Lipulekh and Limpiyadhura.

Nepal Communist Party Chairman Pushpa Kamal Dahal and Deputy Prime Minister Ishwor Pokharel were among senior leaders of the party who participated in the video conference with senior Chinese leaders.
