With ISI backing, Pakistan begins to revive terror outfit Al-Badr, recruitment goes up in Kashmir – Indian Defence Research Wing

Under pressure from the Financial Action Task Force (FATF), and aware that the Lashkar-e-Taiba (LET) and the Jaish-e-Mohammad (JEM) have been designated as terrorist organisations internationally, Pakistan is beginning to build up the Al-Badr, a smaller outfit.

The Al-Badr, is at least, known. What Pakistan, intelligence sources said, are trying to do is use the LET’s resources to build up organisations from scratch like the Resistance Front and the J&K People’s Fascist Front.

As part of ensuring Al-Badr gets a leg up, it’s chief, Bakht Zaman, was put in touch with Taliban leaders.
An Al-Badr post is being readied in Athmuqam, on the line of control, in Pak Occupied Kashmir.
A special training module, readied by the Chinese, is being used by Al-Badr terrorists.
Recruitment by the Al-Badr in the Valley has gone up considerably this year. There wasn’t any emphasis on recruitment for the Al-Badr in the past.
The building up of Al-Badr is a deliberate move by the ISI, the Pakistani intelligence agency, sources said.

This is because Al-Badr is in the Other Groups of Concern list, not the Designated Terrorist list. As a result, an Al Badr attack, will not put Pakistan under as much pressure, is the belief.        

The Resistance Front and the People’s Fascist Front exist only on paper but it is possible that some of the resources given to the Lashkar-e-Taiba and the JEM will be transferred to them.
